I have simply received a vintage skirt and the buttonhole on the waistband is very frayed. The primary problem is that the fabric is quite worn. I want to repair this skirt, only I don't want to crusade whatsoever more damage. Is there something I can use to reinforce it?

In that location is a sew together in sewing called a buttonhole stitch. Imagine in this video that the top line is the cut of the existing buttonhole opening.
Edit: If you're not comfortable with hand-sewing, take it to a dry out cleaners and enquire them to repair it for you. The buttonhole sew together on a sewing car works like the handsewing, in theory.
Thanks guys, I edited my question to make it a bit clearer. I know how to ready a buttonhole, I'g only looking for alternative solutions due to the fragility of this piece.

If the cloth is very worn, discover a similar color fabric to utilise as a bankroll when you lot brand the repair. The new material will have the stress and let the old cloth to still exist used.
Y'all can back the waistband at the buttonhole with a small slice of fusible interfacing, like what they use inside shirt collars to give them body.
oh boy @buster
I did the same thing.
I'd sew a matching square of fabric (muslin, doubled) backside it and so stitch a new buttonhole and cut it on the new textile and so trim off the excess underneath. If y'all're careful, the button will cover the repair.
*edit but realized that's exactly what westriverrat just said

I would employ the iron on heavy duty interfacing and then stitch through that where the buttonhole is.
